Gaurav Arora brings more than 20 years of experience across telecom, IT service delivery and critical operational environments, where automation, real-time decision-making, escalation and continuous service accountability must work together.

His current work examines how these operational disciplines can inform the governance of increasingly autonomous AI systems. ITS's direct operational foundation is telecom and IT service delivery; its research also draws comparative lessons from aviation, cybersecurity, safety engineering and other critical-infrastructure environments.

Today his work focuses on AI governance research and on contributing practitioner perspectives through public consultations, collaborative initiatives and other open processes. He is also the founder of Whizzstep, an AI education, research and innovation venture.

AI Governance, Institutional Capacity & Technological Dependence

Olga Ustyuzhantseva is a researcher and policy advisor working at the intersection of technology, public policy, innovation and institutional change. With international research and policy experience across Europe, Asia and Africa, her work examines how technological change interacts with institutions, infrastructure and development.

Her recent research focuses on AI capacity, digital governance and sovereignty, technological dependence, and institutional agency in the Global South, including work examining India’s position within global AI infrastructure and the distinction between AI diffusion and the deeper capacities required to shape and govern AI systems.

Olga brings to the ITS Advisory Council a comparative and institutional perspective on AI governance, technological change, and the conditions under which institutions and societies can retain meaningful agency over emerging technologies.
