As AI systems become autonomous — making real-time decisions in telecom networks, utilities, and digital infrastructure — the risk is not just technical failure. It is governance failure: the gradual erosion of human judgment, accountability, and institutional oversight.
ITS addresses this by translating proven human-in-the-loop governance practices from telecom network operations into practical stewardship protocols for AI-deployed critical infrastructure. Telecom operations centres have spent decades governing autonomous systems at scale — defining when humans intervene, who is accountable, and how judgment is preserved as systems grow more capable. These lessons are not yet captured in existing AI governance frameworks, which provide essential risk architecture but do not address how human judgment is preserved in real-time autonomous decision-making.
ITS's research on Network Operations Centres, Lessons from the NOC, documented how Network Operations Centres maintain meaningful human oversight through structured escalation ladders, shift handovers, and accountability built into every operational layer. This initiative translates that research into a usable protocol.
It contributes to Cluster 4 (human rights: transparency, accountability and human oversight) by defining what human oversight means operationally — not as a principle, but as a protocol with named roles, measurable thresholds and auditable decision points — and to Cluster 3 (safe, secure and trustworthy AI) by offering a shared escalation vocabulary for interoperable oversight across jurisdictions.
Roadmap & deliverables
A practical protocol defining intervention thresholds, escalation triggers, and accountability chains for autonomous AI systems in critical infrastructure — drawn directly from telecom NOC governance patterns. Output: one open-access model document published for public comment.
Structured interviews with 5–10 network operators, control room managers, and regulators in emerging economies to test whether the model preserves actionable human judgment under real operational conditions. Output: one validation report.
Present findings on operationalising human oversight in autonomous systems, with emphasis on emerging-economy relevance. Output: one Dialogue contribution.
Measurable deliverables: 1 stewardship model · 1 validation report · 1 Dialogue contribution · 5–10 practitioners engaged. Delivered in-kind by ITS's founder (20+ years telecom operations leadership) and a volunteer expert network — no external funding required or sought.
